Julia Billingsley
DIRECTOR OF POLICY
Prior to joining VHWDA, Julia was the Chief of Staff to Delegate Rodney Willett. In her time with the office, she worked closely with state policymakers, community advocates, and industry leaders to help shape policy and strategically navigate the legislative process. During the General Assembly sessions, Julia focused primarily on legislation to enhance the recruitment and retention of health professionals and was instrumental in securing budgetary and legislative victories to advance the mission and objectives of VHWDA and VA Area Health Education Centers (AHECs).
Julia received a Bachelor of Arts degree in Public & Urban Affairs with a concentration in Public Policy with a dual degree in Political Science from Virginia Tech. She loves to travel far and wide in her free time but equally enjoys exploring Richmond’s food scene, live music, local arts and culture, and especially the James River.
